4 is a good number. In my old 29g, I had a royal dottyback, a 6 line wrasse, and three green chromis. Had them all for about a year. recently all but one chromis died, I think because a girl I work with gave me her domino damsel, who stressed them out. In it right now is just a royal dottyback, a green chromis and the domino, I gave the 6 line to a friend who has been looking for one for a while. I plan on putting the dottyback in my 80g which is still cycling, and making my 29g a quarintine tank. So, depending on what type of fish you want to put in, 4 is a good number. As long as they stay relatively small, you shouldn't have a problem. Make sure you add your fish slowly, so your bio-load can handle the ammonia and nitrite spike. If you decide on a damsel, be sure to add it last, as it can be really territorial.
