Welcome to Reefland!

I would say a dirty filter is one that elevates the nitrates, nitrites and ammonia levels in your tank....

By the way, what type of filter and what type of tank do you have? Fish only, or reef? Also what inhabitants do you have in there?

It really depends on what your filter(s) are? example wet/dry system filter in sump is clogged and reduced water flow results and starts over flowing at the top of an aquarium. Diatom Filter when filter bag turns dark brown and water flow is reduced. These are signs that those filters need cleaning. as R/C stated it really comes down to your nitrates, nitrites, and ammonia levels.

What are you trying to get at? What kind of filter do you have, since most show OBVIOUS signs of needing to be cleaned!
