Questions about getting set up

Ok - first off - it sure takes forever to get a tank up and running! Right now I have a 72g that is going to be FOWLR (eventually a reef). I currently have my mixed water/instant ocean in there and 30 lbs of base rock. The salt from the mix keeps settling on the bottom and is changing my salinity from 1.023 when settled to 1.027 when it is re-mixed up. It has been in there about 10 days now and still won't dissolve.
Questions:
Should I empty out the water and then add the live rock and sand and add saltwater back in?
Is the salt going to get trapped under the sand if I add the sand and how will that affect the tank?
What kind of powerhead(s) should I be getting and will that help dissolve the salt?
I am planning on getting the hang on skimmer ( I don't have a sump) AquaC Remora Pro w/ mag pump - does that help move the water around?
Also, when do I set the protein skimmer up? When the sand has settled?
I swear I have done a lot of reading! It's just not quite like putting ideas to action

I find it hard to beleive that you have undissolved salt laying in the bottom of the tank for that length of time. It usually dissolved rapidly when mixed.

As for the skimmer; it's not going to add a lot of movement. Secondly, I would go ahead and add it when the tank has sand and rock in it.

Are you sure this is salt? If it is what brand? I have never heard of salt not completely dissolving in solution within more than a day, maybe two tops. If you have a fish net try and scoop some out, and examine it. You may find that this is something other than salt.
