They're hydroids. Some can spread really quickly and become a huge pain since they sting corals. Unfortunately, I haven't found anything that reliably kills them yet. I've tried kalk, Joe's juice, lemon juice, vinegar, boiling water, peppermint shrimp and epoxying over them. They even survived a tank crash.

They look like rock anemones. I had an outbreak in my tank and they spread fast. I found a copper-banded butterfly made short order of them.
