They are too large for home aquaria, unless you have a very large tank/pool.
As far as rays go, that's a very small one but it's not a tropical species, so it's water temperature requirements would be on the cool side. I have no idea what you could keep with it. You should have a fairly large aquarium with a deep, fine particle sand substrate. The tank doesn't have to be all that tall but it needs to be fairly wide with a lot of open sand bed. Something like a 300-gal that is 96"L x 30"W x 24"H would be a good minimum size but something that is 36"W would be better. That's because you would want the fish to be able to swim around the tank, not just back and forth in the front of the tank. It would be important to leave enough open space for it to be able to swim freely over the sand bed.
