I think the post indicates when to start feeding the life in the tank. The initial life coming out of the rock usually doesn't require anything more than their reserve and the die-off from the rock as it ages. As you add clean-up crew, then that begins the need for feeding. The lifeforms on/in the rock will get their nourishment from when the clean-up crew is being fed.
