I guess it all depends on the size of your aquarium and how much trouble you are ready to deal with. It would certainly be easier to keep only one pair. Males will normally fight each other. Also, once a pair bonds, they are not likely to tolerate any new additions. So you will have fights.
Of course, if you have a fairly large tank and you want to throw in five or six at once and hope for peace and harmony, that's always an option, too. Ninong

Twice I tried putting 3 Benggais in a forty gal tank, thinking I'd be more likely to get a pair if I started with three. Both times I didn't get the odd man out soon enough after two of the cardinals paired up and ended up with a dead fish.
I think if you want more than a pair you need a tank larger than 40 gals.

I had the exact same experience as Bughead in my 72 gal, but I did manage to get the 3rd man out to the LFS before he died. But he was really beat up. I've now had my pair for over a year with no problems and no babies yet.

I have a 25 high tank (it is as long as a 20 gallon and as high as a 30). Would that be alright for a pair of them? they would be the only fish beside my bicolor psudeochromis.

I think a pair would be fine in your tank. They're fairly slow (they can move fast when they need to), and spend a lot of time just hanging around. They don't need a lot of swimming space.

Yeah, I really consider them mostly "Tank ornaments", they don't move much and just "Hang there" like Bughead said. At the old LFS we had six in a 225 (all were paired) and when we tried to add more to the tank, they ended up dead. (Please don't take my comments about them being ornaments to mean that I don't like the little critters, I do, but they are just aesthetic, not functional like lawnmower blennies, etc.
