Anemonefish without anemones do better. Neither the anemone nor the fish do well in the relationship despite appearances to the contrary.
That is a fish's life -- swim about or hang about until the next meal.
A second Anemonefish may lead to a mated pair causing the female to dominate and pick on the male. (Not a pretty sight).
Anemonefish aren't all that an active swimmer. If you want action, try a group of Chromis. Not sure of how large your aquarium is, though.
