add skimmer and uv before tank cycles?

I have had a 160g/20g sump set-up for 3 weeks. It has not fully cycled yet.

Should i wait for it to cycle before i add a uv sterilizer and a protein skimmer? I was hoping to purchase a few things this weekend and build a better sump/ref with baffles.

so i learned it is ok to add a skimmer. i decided to wait for a uv cause it
is not NEEDED and it is expensive
