In general, if the live rock and internal landscaping and substrate is doing its job, then the bio-balls or any additional biological filtration is unnecessary. Just be sure there is enough circulation in the main tank, and when you shut off the bio-balls, you perform ammonia and nitrite tests twice a day for about 10 days just to be sure the bacteria are handling the wastes.
In the above scenario, the tank must not be overstocked or heavily stocked. If you want to heavily stock, best to keep the bio-balls running. If the biocube is 25 gallons or smaller, it shouldn't have any fish (or only tiny fish) in it and in that case, the rock, landscaping, substrate and circulation will be more than adequate.
