I know when topping off evaporated water, you don't add salt to the new water because the water that evaporates has no salt in it.
However, what about the water that get's lost from skimming. Do I replace that water with salted or un-salted water?

That water is usually replaced with salt water. Some hobbyists actually do a very wet skimmate and thus in effect perform a kind of mini-water change with each cleaning of the skimmer.
But although the above may be true, you should not get into the habit of considering what to add without first measuring. Get a proper refractometer if you want to stay in the hobby for a long time. A refractometer made specially for salt water will help you test accurately and quickly the sp. gr. of the water. Based upon measurement, THEN is why you decide to add water or salt water.
