It sounds like either the fish was not treated for what's wrong with it, or it has been overly treated and is reacting to the treatments.
I would need a picture of the first at the outset to better help with a diagnosis. As it is now, the diagnosis is confused with the treatments the fish has undergone.
Stop the use of Melafix and Pimafix. They are really not that reliable, though your LFS makes a lot of money from selling these products. Read this please: Melafix and Pimafix - How They Work and Don't Work
The use of these products in addition to an antibiotic is a bit on the ludicrous side. If you read the above post carefully, you'll see that these products address a limited number and types of bacteria. BUT, the antibiotic handles a lot more and types of bacteria. So putting them together is pretty much a waste of money. Remove the -fixes. Perform a huge water change (over 85%) following these guidelines: How to Make a Successful Water Change
The correct Maracyn product is not being used. It should be Maracyn Two for Saltwater fishes that you are using. If it is like you wrote, Maracyn Plus, it isn't going to do much good either.
You need to use a real antibiotic and that is Maracyn Two for Saltwater fishes. Get it on the Internet if you have to. Once you have it, remove the other Maracyn from the water by performing another huge water change.
Unfortunately, it may be too late to help this guy. There was a considerable delay before the right thing is being given this fish, which has allowed the fundamental problem to proceed unchecked. The eye condition and the 'fuzz' were, in my estimation a secondary problem and not the original.
Good luck!
