The newer the tank the slower the additions should be. If you are starting out a new aquarium, follow the guidelines here: Setting Up a FOWLR Aquarium
If the tank is mature, then it depends on mass of the fish and impact they have on bioload. OR, without getting too technical and when dealing with 'average' marine fishes in a medium sized aquarium, add one fish every 4 to 6 weeks. Monitor ammonia and nitrites closely to verify the biological filter is keeping up. Give it time to settle.
What you don't see is all the other bacteria (that consume other organics and materials) that have to gear up for the addition. So just don't assume because there is no ammonia or nitrite detected, that it is okay to add more fish. Stick to the above recommendation.
