Let it ride for now... Hopefully things will settle down in a few days and old yellow will learn to accept the new tang, otherwise he will kill the blue tang. All you can do for now is settle in for the ride and sit back and observe.
a tip i have been told is always have tangs in odd numbers not sure if it refers to diferent types or just the same species
With Tangs, the order of addition is important. The Yellow, because it is a bully, should be put in last. A YT all alone for a while thinks the tank belongs to it.
If the problem persists, then take the YT out into quarantine. Move the landscape all around and then, after 8 weeks, put the YT back in.
Another way to go is to take the YT back to the LFS for credit. 8 weeks later, after the PB is settled in, shop around for another YT.

O.K. Here goes my follow up on my 2 Tangs...drum roll please...my yellow tang has calmed down and let life in the reef be calm the powder blue is less stressed and hungry.. Thanks all for your advice..
Be ready for the ich break out. It's not will it happen?, but when will it happen?...Good luck.
Tangs are notorious for getting ich, but powder blues are a sure bet.
Did you QT the fish?

i used to have a yellow tang in my tank and when i was at a fish store one day i saw a sailfin and had to have it. after i introduced the sailfin to my tank the yellow tang went ballistic and ended up shreding the sailfins fins and attacking my shrimp and dwarf lion. i tried to QT the yellow tang and introduce him back in a couple weeks later but he did the same thing and ended up killing one of my shrimp. so i took the yellow tang out again and just let my girlfriend have it lol. i talked to a buddy of mine and he said that tangs dont always respond well to fish of the same speciessad panda
Munky, Tangs are EXSTREMELY territotial, and as you found out, can be vicious. There are rules to follow when adding and keeping tangs.
I am not a member of the Tang Police Department., so I will leave it at that.

Your blue tang might die of stress due to the bullying.
Tangs are quite territorial.
One technique is to transfer the yellow tang in another tank temporarily or change your rock scape.
