Question has my tank reached livestock capacity?

I'm a newbie to saltwater tanks and started with a small 40 gallon FOWLR. I am adding live rock slowly and have reached about 20Lbs. I have a filstar XP3 filter. I am wondering if my tank has reached capacity or if i would be able to add 1-2 small gobies or a few peppermint shrimp. Currently i have:

2x false percula (about 1 1/2 inches each)
2x skunk cleaners (aout 2 inches each)
1x coral beauty angelfish (about 2 1/2 inches)
    1x Mccosker's flasher wrasse (about 2 inches)

I've read the article about stocking guidelines and figure with my system i should be operating on a theory of about 1 inch per 3-4 gallons. Since the fish i have are relatively low bio load, i was hoping to make one of the additions listed above. let me know what you guys think!

A 'background' read is this post, to help answer your question: Fish Stocking Limit - for FO and FOWLR.

If you want the Anemonefishes to mate, then they should be alone in that tank and they need to have a difference in length of at least 1". If you don't intend them to mate, there is going to be a problem eventually, between them. One may badger the other so much it could get sick and/or die.

One Anemonefish and the rest of your list would be good.

NOTE: Adding live rock over time is really a BAD idea. You risk a sudden wipe out of the tank fishes.
