That size tank is sometimes used by breeders. It contains no substrate and very little decorations and no inverts or clean up crew. If you really want to keep a pair of Anemonefish of the smaller species, start with a 29 gallon tank. If you want to keep a pair of larger species of Anemonefishes, like the Maroon, then go for a 45 gallon.
