I have both a yellow tail and a Jewel damsel. The Jewel is always moving crushed coral chips and snails around. I don't know if that is a sign of a certain sex. It may be a nesting instinct but I am guessing. I always just wrote if of to nervous tension. When my wife is nervous she has been known to throw rocks! LOL The yellow tail is not peculiar in any way. With a lightly stocked tank they get along fine.
I'm not sure if size or this behavior is related to gender in the Blue Damsels. Many of the Damsel family of fishes do like to rearrange their territory.
