Question Clear coat on Live Rock?

What is this stuff on my live rock? I have those little white plants, kind of like feather dusters on my lr. The problem is there is a clear pasty colored coat on my lr covering all the plants also. I tried to brush it off but it's on there good. I have done water changes and it makes no difference. I have a Lion, Picasso, and a Yellow Tang in the tank.
