There is no accurate way to measure this out by weight or volume as the salt can have varying levels of humidity absorbed in it.
The cheapest way to measure is with a hydrometer, although it's not as accurate against some more expensive ways. For everyday use, I use a Seatest hydrometer which was calibrated against a Fisher Scientific calibrated hydrometer. On one Seatest, I shaved the weight to raise it to proper calibration and on the other I shaved float material off the end of the arm to bring it down to calibration. Why only 1.021? Normal salt water would be in the 1.026 range. 21 is ok for fish, but with inverts, I would go with 26.
