yellow tang problems ICH

hey folks i was hoping this day wouldnt come but here it is i purchased a yellow tang 3 days ago and didnt qt him now i am seeing SMALL SMALL black dots on his body and fins. i think its ich if so i am setting up a hospital tank should i do hyposalinity? i dont have a refractometer but i belive in my hydrometer. and i dont have any copper and i dont have any garlic extract. what should i do and what is the method of hyposalinity?? thank you He is in a 75 g with a clown and two damsels(one with popeye)
