All of the ones I have used and put together were very simple and required very little tuning once installed. The key is making sure the pipe can pull enough air, I wouldn't bother with trying to put in any kind of valve to control the air flow.

They work quite well at quieting down the overflow box. You do need to make sure they get enough air as Reefland indicated, however I have found that installing an adjustable valve in the standpipe cap gives you more control over the air flow and eliminates the "whistle" you get sometimes when you just put a hole in the cap.
