protein skimmer question

ive just got one ques this time. i just setup my 30gal tank, and the water is still cloudy, how long do i have to wait until i can turn on the protein skimmer?

You can turn it on now, however it won't pull anything out until you put something in there. Like you live rock.

couple more ques. for the cpr bak pak, how far the does collection cup have to go down? and it seems to be making a lot of noise now, will this go away?
