can i use lr rubble in my wet/dry instead of bio balls even if there is no light on the filter?

Sure can, just need to make sure there is plenty of water moving around it to ensure no build-up occurrs and also need to make sure it is completely submersed.

its an amiracle 150 so water will constantly be flowing but not completly submersed

If the rock cannot be completly submersed, I think you'll be wasting some money of quality liverock; it will provide surface for bacteria but there is probably more than enough in your reef structure to cover that. I would remove the bio-media and go without personally.

i have a bunch of old rock that will not be going in main tank so i figured i d use that are you suggesting just to leave it open or fill with floss or something like that

LR rubble is the best way to go, but if it is not fully submersed, then it won't filter properly. There is a fill line on the wet/dry. If you have to, break apart the rock to make them fit under the fill line. That's what I did and it works great. HTH
