Brown Algae

My live rocks have developed brown algae.
Also, the surface of my water has brown flakes floating around and my crushed coral at the bottom now has brown stuff on them.
How do I clean this problem off my rocks and water surface?
This is a 12 gallon saltwater aquarium with 1 blue tang and some crabby looking sea shell snails.
If I brush all the stuff off in the tank and do a water change after it will take more than the recommended 10% change to clean it out.
HELP?????
