I have a pump that according to the head loss calculator will be putting out about 950 - 1000 gph. So my question is, do I buy a overflow rated for 900gph and throttle the pump back (if I indeed get that much flow) or get one rated at 1000gph?

I'd get one rated for 1200gph or more.
I agree, get the overflow so that it is over-rated for the pumps output. No need to lose any of the pump output and the overflow should alwats handle a few hundred gph over the pump.

Thanks, now one more question. The tank is a 75g and the sump is 30g, is 1000gph too much flow for that set up?

As long your returns are placed well you will be fine. Depending on your coral you may need some more or less.
I was running about that through my 90 with a 30 gallon sump, so I think you will be fine. I had a MAG12 as a return pump, and was able to run it wide open.
