i was wondering if i would be able to do this?

i might be getting a 46gal bowfront

would i be able to set up about 100lbs of
live rock, live sand ,a protein skimmer rated
for 150gal tank and something like a 10 gal
refugium . would this be enough filtration?

It sounds as though you are on the correct path. Currently my small 25 gallon tank has a 20 gallon long as a sump refugium and it sits along side the display tank. If you prefer to keep the sump under the display try to make it as large as you can. The increased water volume will help tremendously with many aspects. You can also put some of your live rock in there allowing more space in the display for corals etc...
