While I have no experience with the hang on version it looks correct. It should have an adjustable riser to control the type of skimming (dry vs wet). Most new skimmers need to go through a "break in" period and it is not uncommon for them not to produce skimmate. Give it a few days.
The tubing is there to suck air into the pump , so take it off the cap that is on the return side of the skimmer and just feed it up through the piece of acrylic just above the intake elbow . You will see the bubbles inside the skimmer column increase when you do this. You should change that tubing every couple of months as it will start to collapse and restrict the air getting into the pump.
Move the air intake tube and you look good. It takes a week or so for the skimmer to break in and actually start doing a good job of skimming. During this time you will see changes in the bubbles and foam.

your air line is ok it is on the silencer but it just needs to break in
