Hi, several questions.
I take it that the sequence is your main sump return pump.
Is there a 90 elbow near the intake? and is there a possibility that the intake portion got air trapped inside?
Is there a check valve in the pumps return line, and can you by-pass it any way?
Also when was the last time you cleaned out the impeller assembly?
How high is the pump currently set-up to pump?
There is a quick trick that works most of the time. Fill up your sump to the very rim and turn on the pump. The extra pressure form the water will help kick start the pump is low pressure is the issue. If its clogged/jammed, you will need to clean it out.
