So, instead of buying a weak power head for my small 15gal QT tank, can i just use a bubbler that I can buy from almost anywhere? I heard that the bubbles are bad for some fishe's eyes, but i just wanted to check to make sure.

How is that relevant or helpful in anyway?
For a very small price you'll wind up with a much more useful means of moving the water in your QT.
For example, you can hang it on your main system prior to using it on your QT. This will seed it with good bacteria, and help to keep ammonia and nitrite levels a bit more stable in your QT.
If you add medications to your QT, a filter will give you an option of later running carbon or other media to remove them.
A filter like this should result in better oxygenated water, one less stress factor for either newly purchased, or sick fish.
The link I gave was to a filter that routinely gets excellent reviews for its performance, price, and low noise level.

Yup just got home and I see it all now rofl. Again, sorry about before. Anyway believe it or not I already have one of those lol. But I was told i needed that AND a sort of powerhead or bubble maker.
In a 15 gallon tank? That sounds like crazy talk. If you have a hang on filter, an air stone or powerhead will be overkill, IMHO. And if I was a fish, I would just find it annoying.
Although I should ask, which hang on filter do you have? Hopefully the flow rate matches your QT.

Also, make sure to take proper precautions should you ever wind up with a health issue in the QT. Clean the tank as needed, and toss cheap items like filter media.
