    Lightbulb Starter tank

I would like to start a 15 gal coral tank with living sand and rock. I have come across much confusing information. I have not started the tank yet because my head is spinning from all the do's and don't. It's a 15 gal basic tank, hang on filter, thermometer, lid with basic lighting...nothing fancy, it does NOT have a wet/dry filtration system...just a basic tank under 20 gallons...

    Here are my questions:
Can I use living crushed coral substrate? I was told NO/YES I have read this is not a good idea because it causes toxic gas to build up. However, if using sand, a "sand storm" so to speak could happen when putting in the power head.
Can I use a carbon filter? I was told NO/YES for coral but instead the ceramic beads and bio-balls (bio-balls may not be needed if I planed on no fish but that it wouldn't hurt.
Do I need a protien skimmer? I was told once again NO/YES.

Can someone PLEASE just give me the facts so I can start this tank.
My last advice was this...get some living crushed coral substrate, ocean water (they sell in a bag), hydrometer, carbon filters and test kit. Put water and crushed coral substrate in the tank and let the tank cycle....after the tank cycles put the living rock in...wait..make sure the water is stable then add live coral...
If you answer this post please read what I have written carefully, in the past when I have sought advice about my fresh water aquarium please ask me questions when the answer was already in the post. Thanks
