Get rid of the angel. 25 gallons is WAY to small!

Most Angels (some dwarf varieties excluded) are not considered reef compatible for the reasons you are citing. They are also not good in a mixed community...a shame, but unfortunately true.
Many people who keep Angels, keep only Angels in species tanks. And I agree with James...A Queen Angel in a 25 is like a cruel joke. They can grow to 18"...250 gallons is the minimum recommended tank size. Get a bigger tank, or give him away to someone else who has one.
