what is the difference between Salinity Refractometer 0~28% and Salinity Refractometer 0~10%?

which one is the best for a marine tank!?
i found very cheap Refractometers from ebay! especially from china!...what is your review regards this!?

I believe that the 10% measures are in Brix, which is more acurate than the other which @28% measures in Sodium Chloride. And I use the cheap one.
