turbo floater 1000 not sucking air, help

turbo floater 1000 not sucking air, help

Just hocked up a turbo floater 1000 at lunch. I set it up acording to the instructions. I placed the needle wheel in the rio 2100 and hocked up the rio then placed a MJ 600 to feed the skimmer. It is running but not sucking in air through the air line so no bubbles. When I blow into the airline it produce a ton of tiny bubbles.
The unit is sitting in 5" of water which is like 13cm.
What am I missing here. Do need to get a air pump to run this?
