Gate valve has a panel that slides down over the opening constricting and finally eliminating flow though.
A ball valve has a ball with a hole in the middle that rotates to constrict and eliminate flow. IMO gate valves offer better fine adjustment and control of the water than do Ball valves. Gate valves in my area are also about twice as expensive.

I agree with Mark. gate valves are better. It really depends on what situation you are needing the valve for. If you want to just shut something off then use a ball valve, if you want to fine tune a pump to get different outputs, then use the gate valve.
