reef filler pump questions

I have picked up a used reef filler, couple of questions.
does the pump head need to be positioned in a certain way for the filler to operate correctly? Does the filler need to be lower than the water source it is pumping?

ine stopped working. I never did try to fix it though, it's still sitting around here somewhere. It just stopped working one day and that was it. then I got a float valve. make sure when you let it run, you let it run for a while, it only sucks up an ounce or so at a time.
